From 03-0381 Civil Rights Discrimination Complaint Form 10-0381 Civil Rights Discrimination Complaint Posted 6/20/2008 4:42 AM CDT on TodaysTHV.com If you feel you have been discriminated against because of your sexual orientation, reverse discrimination (and it does happen) or that your Civil Rights have been violated download the Civil Rights Discrimination Form 10-0381 and file it with the VA Secretary. From 10-0381 can be downloaded from VA's website is in portable document format and requires Adobe Reader. Most VA service officers will not inform you of this right nor what form to use to file such a complaint. In fact most will try and tell you that your civil rights have not been violated and that you don't have any grounds, however if you feel your rights have been violated file it anyway.

A term used to refer to the exclusion of a member of a majority class not commonly discriminated against, to compensate for the traditional discrimination against a minority member.
