From 10-0381 can be downloaded from VA's website is in portable document format and requires Adobe Reader. Most VA service officers will not inform you of this right nor what form to use to file such a complaint. In fact most will try and tell you that your civil rights have not been violated and that you don't have any grounds, however if you feel your rights have been violated file it anyway.
